Scenario

The People's Global Authority was given global responsibility for establishing and enforcing CO2 emissions standards for transportation, industry and power generation in the year 20xx. All individuals, corporations and governments were under its jurisdiction.

In the months leading up to the the survey, reference information, expert analysis and discussion forums were made available on the internet. Everyone had the opportunity to read various points of view and express their own opinions. A committee of experts, citizens, stakeholders and special interest groups was formed to produce an overview document that would accompany the survey. The overview document outlined the various scenarios, the challenges and risks, and the type of changes required to meet different targets.  

A worldwide survey was then conducted by PGA to establish target levels for future CO2 concentrations in the earth's atmosphere. Each level included detailed questions regarding which strategies should be used to meet that target, for both developed and developing nations.  The survey was open to all people and accessed through the web and mobile telephones.  The results of the survey are represented by the green line in the chart.
